Once in your List Manager:

1. Click on the Options icon for the list you want to share (1)
2. Click Settings (2)

Once in the list's Settings:

1. Under Status, open the drop down menu (1)
2. Click Open (2)
3. Save your settings (3)
    

Navigate back to the list that has been set to open and
copy/paste the URL to share.
